What you say doesn't make sense. If Ethiopia backed the Sool/Sanaag maamul, and the Somali constitution allows for two regions or more to form a federal state, how did Gaas/Gurguurte, both of whom are Ethiopian vassals, go against their wishes and shoot it down.

I think the reason the Somali government didn't recognise Khaatumo is because they didn't control Laascaanood( and still dont).

Khaatumo ' s failure was not taking up arms and fighting Somaliland and causing significant damage to installations and large casualties among the enemy.

You have to expel the enemy and occupy territory , the rest will come.
