It's been repeatedly been debunked by the news that it was a robbery gone wrong.

At this point ISIS just wants attention and to stay relevant so they take responsibility for everything.

According to Filipino locals on Reddit, they believe the real reason behind the martial law declaration was an excuse for Duterte to exert his authoritarian control of the country and using the ISIS card was an excuse to gain international support so in reality, Duterte needs to find a boogeyman so he can turn Philippines into another dictiatorship state all over again.
