Emirates will not fly to SL for now. Who knows in the future when they build Berbera or Hargeisa airports but now they affiliated with FlyDubai and Arabia Airways not far from Dubai (Sharjah$.
There's no need for Emirates but Emirates has named official agents for them in SL & Somalia.
They can connect FlyDubai passengers to Emirates since they share same database now.
Overall maybr Emirates wants to compete with Turkish Airlines without flying there themselves.

It's just not profitable for Emirates to establish flights to Hargeysa, not when the only customers you have are handful of families from qurbaha going to Hargeysa for holiday, and even this is not a guarantee. I knew the story just doesn't add up

Mahoga is right that they will have an official agent in Hargeisa.
The airliner itself doesn't fly there since FlyDubai is a partner.
FlyDubai passengers will be easily transferred to and from Emirates. That removes all the double booking and hustle from the system.
Still great development for SL.
