So thats their first agenda; taking advantage of the political vocuum. Gaas has a second agenda wich is negotiating on these gains as "the president of the somali regions" so he can impose himself via like kampala accord but how since the pm is hawiye? by making Farmaajo failed instead of the problem being just the pm so there can be a need for a leadership and as you have seen his tacsi on xamar attack all this is to pave the way for that role. He made money out of his port deals and he thinks that HAG candidates have lost their wealthy after losing power to farmaajo.
