Most of the aid Somalia receives goes to AMISOM, the rest is added to the national budget and it isn't enough especially since soldiers are not ready to die for their nation, instead they demand pay and most of the time they work privately for moryaans. Heck some soldiers even accept payment from alshabab. SFG tried to impose some tax on the locals and they flipped out over it, but unless the government comes up with money for their soldiers they will continue to be useless.
