Sorry but there never was a buffer zone. PL has been a hotbed for extremist activity for a while now. Whether the corrupt pirates that used the "coast guard" excuse or the terrorists roaming free.

Al Shabab knows not to test the unity of Isaaq. Isaaq is probably the most united Qabiil out of any of them when it comes to warfare. Darood is shattered so it's easy to exploit just like it was easy to exploit the shattered city of Mogadishu.
Al Shabab has enjoyed the support of the people in Xamar, they know they won't get that in SL so it's not worth trying.
Also it's too late to try that in SL with the military base and upgraded weaponry for soldiers . Also since Ethiopia own 19% of Berbera Port they have a more vested reason to ensure security in SL. Ethiopia has no interests in somalia and they already send thousands of troops there to fight AS.
The thought of AS infiltrating SL was a possibility until about the past 2 years . Now it's a pipe dream
