Tyranny of numbers and its remedy

Like in Kenya, Somaliland is a tribal society which means that if everyone votes along tribal/clan lines then its possible to win elections before voting even takes place due to tribal alliances e.g. jeegaanta in somaliland and kalenjins/kikuyus jointly ruling kenyan jubilee party. this goes against the spirit of universal suffrage and im a supporter of Muse Behi

the remedy for these two countries is they each have a collective presidency like in Switzerland and that such collective presidency membership is diverse in terms of clans/tribes
