That wasn't suicide; it was an accident. The guy was hesitant and it was windy.

No I think it was suicide. What was he doing up there in the first place? I'm sure he wasn't trying to break a world record or anything.

He went up there to draw attention, to be persuaded to come down and hope some kind hearts would solve his problems (probably financial problems). He had a plan, but the wind didn't match his plan.

He obviously slipped, he probably didn't want to die but you can see he was getting comfortable turning around, big mistake.
