He wouldn't be safe in Puntland for a second. They would hand him over before Addis Ababa even dials the number.
Gaas and Puntland know all Abiye needs to do is support Somaliland grabbing more land.

Next is tplf. Eritrea's army will station itself to ensure they don't escape through there.
Ethiopian army troops will also post on the sudanese border to ensure they have no escape route.
Pm Abiy can also starve tigray by cutting off all roads there, but we won't do that, that's cruel.
