This kind of federalism was unheard of during the TPLF regime. But it seems Abiy Ahmed wants to go down this route of reforms. This is also linked to the ethnic clashes between different ethnic groups in Ethiopia.
The biggest beneficiariers of this new system would be non other than Mr Abiys Ethnic group the Oromo who are the largest Ethnic group in Ethiopia and make up around 40% of the total population.

Why bother with land grabbing when you can indirectly grab all the land and become the majority. Oromo have the numbers and this is the new plan. They would become the Majority in almost every region just like white people im America are majority in most places.
Everyone else such as Somalis, Afar, Tigray...
Would become minority regardless if they were native to the land or not. Everyone else would be classed minority just like in America with the African American, Hispanic, Asians...etc.

Abye has been flushing out somalis and other ethnic groups from Oromia while he wants to create Territorial federalism it doesnt add up.
Whether centralism or federalims its same shit in Ethiopoa there is no real semi autonomy the constant is the fact that thwir is a dictatorial regime.The variance is the form of governance.

Abiy's reforms must be within the bounds of the constitution and taking unilateral actions without national consensus will drag us in to war.

Then why not accept and join somalia and advocate for total centralism.

Mr. Abiy can achieve real progress if Ethiopia embraces a different kind of federation — territorial and not ethnic — where rights in a federal unit are dispensed not on the basis of ethnicity but on residence.
