That is lots of money! 18 billion Birr is over 600 million US dollars and with about 5 million in population, each DDS citizen's share would be over three thousand dollars. This is what many Ethiopian financial experts have been saying so long that the Somali State gets a satisfactory budget from the federal government, but due to recklessness and mismanagement on our side, the output never equates the input in terms investing on social projects and infrastructure in the State.
During Ileey administration, the average annual budget for the State was close to 400 million a year, and since there was never any accountability, no one ever did any financial audit on where the dollars have gone. No wonder ina-ileey lackeys were spending thousands of dollars on expensive liquors and hotels while in abroad. I once saw about a half dozen of his men staying in one of the most expensive hotels in MN and sipping some of the most expensive cognacs in the world. There was a group including his Seedi Khadar that stayed in some of those hotels for almost a year. Check at the beginning where President Cagjar is talking about the budget for the 2018 fiscal year. Basically, DDS’s budget is bigger than all Somali States including the federal and Somaliland combined.

Hopefully a lesson learned - and the new admin should put correct measures, to insure this should never happen again.
