Is this an alarmist article, or is it real?

Where are the sources to this inflated statistics? Indeed the author has quoted a very high number without corroborating evidence. Well I agree with the author that there is an increase in the numbers of HIV cases, but the numbers are too high. There was tonight in our news, an item about a Zairean guy sentenced to 15 years for intentionally spreading the disease, and the message is avoid committing zina.
