True honesty is hard and rare in the arenas that these folks operate in. Therefore, the guy, must be applauded for rare moment of expressing a truth. where he took an honest look at his enclave and not only, to face some very uncomfortable realities (for himself, his admin. and people in general) but admit it and made it known to all publicly.
