Why Farmaajo does not send his condolences? (Xamar)

Can anyone with his rightful mind answer this? Why Farmaajo never sends condolences to the people of Mogadishu? This is beyond me. He always hurries to send his condolences to other countries and even to Puntland but never Mogadishu.
