The program was oversubscribed, and 3146 applications were submitted for 1500 spots. Apparently 1600 were from Maroodijeex alone. Places were allocated based on test results that were conducted anonymously, with students' names being omitted to ensure fairness. All applicants are university graduates. The 1000 highest scoring students and 500 highest scoring girls were picked based on their regions.

The regional allocation were as follows:

Maroodijeex 390
Sanaag 330
Awdal 220
Togdheer 210
Saaxil 110
Sool 240

Very good ideas it's tackling youth unemployment. Here in China I have never seen dhalinyaro hanging out on the street corners, even during the holiday. One program after another.
