He is afraid of this Lemma on one hand, on the other Amharas have their main agenda to rule Ethiopia as cenralized government. Negotiating these ideas is tough battle for him, not to mention Tigres armed to the teeth waiting for the right moment. Somalis themselves are more armed and united than 1992.

OD. I have never seen this united. They are way better than 1992, but the question is, would it continue as it is?
