Change the Jubbaland capital from Bu'ale to Baardhere for better political cohesive

Baardhere makes more sense as the capital of Jubbaland than Bu'ale. It's the 2nd biggest town in Jubbaland and the most historical as religious Mecca for tariqa and ulema. Bualet is a tuulo really. Jubbaland three principal cities should be this:

1) Baardhere: capital of the JL state and agriculture anchor of the region .

2) Kismayo: main port and the economic capital of JL state.

3) Afmadow - tourist capital with the big five game and grassland along with Goobweyn.

I feel this is a fair political division for all parties.
