Word is that UAE is arranging some african countries to receive SL leader like Guinea where they invest in its minerals. Deni is playing long-term politics. They are collaborating on securing Sool from Jeegaan. That's Farmaajo and Deni's mission. I know this first hand. Secondly, Khayre attacked Puntland to boost his rep among HAG. Next day he apologized and met with the isimos. Thirdly, it doesn't matter what is done federal. Garacad is being built as we speak and will be doing business before Hobyo. In business, it's first lover advantage. HAG are being misled by Khayre for 2020.

Boosaso was never seen a challenge to berbera for 2 reasons.

1. Location berbera is located in a much more strategic location it lies close to the Mouth of the Red Sea. It’s located much closer to Ethiopia compared to boosaso. It also has better infrastructure that link it to the main cities of somaliland and Ethiopia.
Boosaso on the other hand is located tucked away far from any othe major cities. It also lies far from Ethiopia, the only part of Ethiopia it serves is the Far Eastern district of wardheer and which have no roads linking it to Boosaso.
Boosaso had its best days when Mogadishu port was closed. Since port of Mogadishu re opened it took all the south business from Boosaso

2. The second reason is population. Somaliland has a much bigger population compared to Puntland. Hargeysa alone is larger than all towns and villages in Puntland region combined. Berbera also lies close to major cities in Ethiopia which a huge population. Jigjiga, herer, diridawa all lie close to berbera with a a road connecting it.
