Djibouti / Somaliland: PADD communiqué on the destabilization of Somaliland by Guelleh.
The Democratic Party of Djibouti, PADD, denounces the destabilization of Somaliland by Ismael Omar Guelleh and calls on the African Union and the countries of the Horn to condemn and open an investigation on the arming of a clan of Somaliland.
Since the presidential election in Somaliland on November 13, 2017, the security situation in Hargeisa has deteriorated rapidly. This election brought to the head of the country Muse Bihi Abdi, a Habar-awal / isaaq. His main rival, Abdirahman Abdullahi, a Habar-yonis / Isaaq, had seen the presidential election.
This dispute between these two politicians has aggravated relations between the two largest clans of the Isaaq ethnic group, the largest tribe in Somaliland. Somaliland's new president, Muse Bihi Abdi, has begun to target political, military and mercenary figures of the Habar-yonis / Isaaq clan.These members of this last clan have been removed from the army and the police.
This situation led to the secession, in September 2018, of the Somaliland army of a large number of men all composed of the Habar-yonis / Isaaq clan. These former soldiers led by Colonel Caarre set up a military camp in the far north of the Sanaag region and took the name of "Dulmi-diid rebellion".
Following long preparations, the Dulmi-diid rebellion led by Colonel Caarre began, since the end of June 2019, to carry out attacks against the installations of Somaliland soldiers in the north-east of the Sanaag region, in the direction of Maydh, coastal city, the city of Ceerigaabo.
Since 90% of this rebellion is composed of members of the Habar-yonis clan, an estimated Isaaq clan, and more and more other Isaaq clans are joining the Dulmi-diid rebellion, the president of the Somaliland has sectored the management and the strength of the army. More than 80 percent of the army and heavy weapons staff have become Muse Bihi Abdi's clan, Habar-Awal / Isaaq.
The situation of conflict gradually turns into a civil war between two clans of the Isaaq ethnic group, Habar -awal and Habar-yonis.
The position of Djibouti.
The President of the Republic of Djibouti, Ismael Omar Guelleh, married to a woman from the Habar-owal / Isaaq clan, has already taken a stand in the upcoming civil war in Somaliland.
On 23 July 2019, a delegation led by Somaliland Defense Minister Abdiqani Mahamuud Ateeye arrived in Djibouti. The young Somaliland Defense Minister is of the Issa ethnic group, the Mamasan clan, under Badarahan clan, and the Reer-Farah clan division as the chief of staff of the Djiboutian army - General Zakaria Sheikh Ibrahim. There was also in the aforementioned delegation:
1 - the consul of Somaliland in Djibouti: Abdifatah Said Ahmed, of the Habar-Awal / Isaaq clan;
2 - The 1st Lieutenant-General Brigadier: Abdirisaq Said Bulale (Afguduud), of the Samaron ethnic group;
3 - The Chief of the National Army: Major General Ahmed Ali Mohamed Chief Formation, Habar-Awal / Isaaq clan;
4 - The head of the medical corps of the national army: Dr. Ahmed-Shadi Abdillahi Mohamoud, clan Habar -awal / Isaaq;
5 - The chief of the artillery of the army: Yusuf Aden Nuur, of the clan Habar -awal / Isaaq.

This delegation, almost composed of members of President Muse Bihi Abdi's clan, had made a two-day visit, during which the delegation held talks with the Djibouti army chief of staff - General Zakaria. Sheikh Ibrahim, the commander of the Republican Guard - Colonel Mohamed Djama Doualeh, the director of the National Police - Colonel Abdillahi Abdi and many other senior officials of the Djiboutian government. These mediated meetings with senior Djiboutian officials were a way of deceiving public opinion, but the hidden objective of the mission was to submit to President Ismail Omar Guelleh the message of the President of Somaliland, which was a request for weapons and medicine for Hargeisa.
The President of the Republic of Djibouti has given his approval for the delivery of arms and drugs to the Muse Bihi Abdi clan and since July 26, 2019, unmarked trucks are delivering small quantities of weapons and medicine to a barracks in the region. Gabiley and held by men of the Muse Bihi Abdi clan, Habar-awal / Isaaq.
This decision of the President of the Republic of Djibouti, Ismael Omar Guelleh, is in flagrant violation of the UN Security Council Resolution 1844 (2008) and precipitates Somaliland in a situation of interclanic civil war.
However, we call on the Union Africa, the countries of the Horn and the UN to condemn and open an investigation into the delivery of a weapon to a Somaliland clan without forgetting that Ismael Omar Guelleh is one more Al-shabab's big gun suppliers.

We've seen this scenario in a thousand conflicts all over the world.
I have no doubt sl will win this battle but will eventually lose the war marking the end of the nascent unitary iidoor state.
The sl armed forces are the preeminant fighting force in the north. They have the best equipment, resources and training. No tribal militia can overcome them in conventional warefare.
However, the rebels are using classic guerrilla tactics....using the remote and isolated Golis mountain range as a base of operations with the support of the local people.
The military advantage sl has in heavy armour is negated by the fact they have no way of deploying tanks, armoured vehicles and artillery to the Golis mountains.
Mountain passes and trails can easily be defended by a small determined force using heavy machine guns, land mines and snipers.
I expect the Bixi regime to use overwhelming force in the hope of quickly destroying the rebels.....this will cause immense casualties on the govt side, which may result in undisciplined soldiers killing local hy civilians....thus acting as a recruiting sergeant for the rebels.
If the fighting becomes increasingly bitter .....I you can expect to see hy gunman carrying out targeted attacks in Burco/Hargeisa.
The end result will be all out tribal war along the lines of the last great iidoor war 1995.
If Bixi has good advice he will not seek to retake the Golis mountains, but instead contain the rebels in a remote area where they can do very little harm.
Entreaties of elders, sheikhs and prominent businessmen could then be used to address the complaints of the rebels and reduce support for conflict.
However, the iidoor are Somali's just like the rest.....strategic thinking and making concessions are alien concepts.
The above article has already confirmed that Bixi is planning a far reaching offensive and expects major casualties.
When the dust settles in 2-3 of bitter fighting sl as a single iidoor polity will cease to exist. There will be two sl, east and west.

One thing you are forgetting, if the Somaliland project fails and the isaaq clans go back to fighting each other, it’s game over for minority clans like dhulbahante, warsangeli and samaroon. OD, whats fake is your illogical wish for Somaliland to collapse after 15 years of utterly bleak cycle of Badbaado>SSC>Khaatumo>etc all failing and kneeling before your idoor masters 
You are at a point where you gave up entirely on your own kin ending this Somaliland "occupation" of your land, so you are wishing for Isaaq to do it for you.
Let me reiterate, at any point in Somali history where the state collapsed, your qurjiile were the biggest losers. You are much weaker today than the 90s when Afweyne armed you to the teeth, and yet you vacated an entire region and came begging Isaaq for peace. If there is a war in the north, you are the single most vulnerable group.. utterly destitute.. utterly penniless, and utterly without friends. Isaaq on the other hand are in a state 1000x stronger than the 90s when they emerged from a bitter war they conducted against a state.
You lost every single time you stated that its over for Somaliland, and it wont be different this time.
