Banadir State, federal territory or part of Hiirshabelle
i think banadir region should be part of hiirshabelle since it cannot be its own state as two or more (pre-1991) regions must make up a member federal state but at the same time they should not be directly be ruled by the corrupt and dysfunctional federal govt for obvious reasons
which leaves being part of hiirshabelle regional state and besides banadir and middle shabelle are both related clan wise

Don't be ridiculous.....Banadir is the single most populous region anywhere on the peninsula.

but the constitution says two or more regions that existed pre war make up a state so a so called banadir state is a non-starter

Is galmudug made of two states? It would make sense to join hirshabelle but I doubt reer muqdisho want this to happen. either the constitution is amended so that each of the old pre-1991 regions including banadir can stand alone or banadir would have to join an existing member federal state such as hiirshabelle

First benaadir state should be created. Then the hutu states will decide to join together or not. Number one priority is benaadir to have it's own elected governor. And the elected council should demand more autonomy In the areas of security and finance.

banadir must follow the law, they cannot complain against the awful federal government only to themselves break the constitution

The constitution is only provisional.....not set in stone.

That aqli is why our country is in the state it is. ideally somalia when recovered would do the following
1. abolish federalism for centralism but with some devolution of power/resources to the regions
2. somalia be divided into 13 quite weak regions ruled by the central govt instead of 5 all powerful regionalised states thats fully autonomous
3. bosaso becomes the new capital city of somalia while kismayo becomes like Sydney the financial hub that hosts the central bank

have you ever been to bosaso sxb? its very nice and can grow and develop further, plus its cosmopolitan clan wise and is the main coastal city in the only maamul goboleed in somalia that's peaceful

It couldn't even be the capital of puntland because of it's remote location. And who said to you different clans live there. There is an evil agenda behind the push for Banadir state. Banadir should be and should always remain a federal territory. A good portion of young and middle aged Somalis were born and raised there.
