Now that Warlord Barre Hiraale declared presidency, should he be arrested ?

Why is a Warlord that brought so much chaos to kismaayo and Jubbaland allowed to comeback to his self serving old ways of siding with Alshabab one day and Ethiopia the next day. Should president elect Axmed Madoobe Issue his arrest

Hiiraale can do what he wants. He is in his home base. Also your description of Barre Hiiraale is a more accurate description of Ahmed Madoobe.
Barre never sided with Al Shabaab. He made the mistake of lending his support to the Mogadishu courts thinking they were a legit movement with a benevolent agenda but they turned out to be clannist warlords hiding under the cloak of religion and he paid the price for that when they back-stabbed him big time.
Madoobe on the other hand was member of Al Shabab top leadership and is certified terrorist in more ways than one since he is also destroying the environment. To this day he works with Al Shaba. Their revenue sharing scheme where they split the money earned from burning down forests and exporting charcoal to Saudi Arabia and UAE is well documented.
Anyway who will or can arrest Barre Hiiraale?

President Farmaajo better supply Barre Hiiraale with some heavy weaponry and promote him to Major General with DANAB commandos under his lead. A Westpoint trained old war dog is a better field marshal than a terrorist like Ahmed Dhuxuleste

Good summary. That was laughable revisionist history. Basically what he was asking is can KDF arrest him, and the answer indeed is No.

Yeah he was. Russia as well too. He's one of the most well trained colonel in Somali history. He's the same jiffo hoose as MSB (AUN)

Jubbaland is as home to him as anywhere. From removing USC from Gedo, to removing Morgan from Kismaayo. He really has nothing to do with galgaduud. He’s one of the few MR Mudug with a VIP pass in Gedo

the Juba Valley Alliance; Studied at West Point and served as army Colonel in the
Barre regime; former commander of the Somali National Front (SNF).

Interesting. Must be a few or several Somalis who were trained at Westpoint. I know many were trained in the Soviet, particularly at Ukraine.
