Amnesty welcomes Janan’s arrest, says a step towards accountability

The campaign group Amnesty International has hailed the arrest of Jubbaland Security Minister Abdirashid Janan terming it a ‘significant step to accountability.’
Amnesty said in a statement Monday it welcomed Janan’s arrest last week in Mogadishu and called for investigations be opened on him.
“The arrest of Abdirashid Janan is a significant step towards accountability for the serious human rights violations committed with impunity for years by powerful individuals in Somalia,” said Amnesty’s director for East Africa Saif Magango.
According to Amnesty, Janan has been adversely mentioned previously in UN Monitoring Group on Somalia for violations of human rights.
“Abdirashid Janan is accused by the UN Somalia and Eritrea Monitoring Group of horrific crimes including killings, torture, unlawful detention and illegal renditions between 2014 and 2015,” the statement read in part.
Jubbaland State protested Sunday the arrest of Janan terming it a violation of law and called on state and federal authorities to come clean on the matter.
Police spokeswoman Hussein Zakia confirmed Friday the arrest of Janan but did not give details only noting police are already investigating him.
But Jubbaland Government reads mischief in Janan’s arrest which comes amid rocky relations between Mogadishu and Kismayu.
Amnesty said Janan was mentioned by the Monitoring Group ‘for serious human rights violations in their 2016 and 2017 reports, and of “conduct constituting obstruction of humanitarian assistance” between 2014 and 2017.”

Janan is reer Ahmed who are one of the most powerful sub-clans in Gedo. They straddle from Dollow to Beled-Xaawo and are particularly heavily armed. This is how Janan become the power boss of northern Gedo in recent times.
Over the weeekend I have come across a lot of Marehan who are cautious and warn the potential of inter-clan civil war if this isn't handled properly.

It became the biggest Ethiopian military garrison town south of Godey and it is where they moved on from to remove Shabaab from both Baidoa/Bay and Baardheere/Gedo.
The reason why he can now be arrested is simply because the Ethiopians have given the go a head.
So yes it indirectly has to do with the Jubbaland impasse but of a more important and exciting development; Ethiopian and Kenyan at loggerheads has made the Ethiopians become more agreeable to the Somali gov.
Regardless of the reasons why this came about, the guy IS a human rights abuser and this IS the first time the Somali gov has arrested anyone for abusing human rights.
This seeds a message across the country to any others abusing human rights.
That's the most important consequence of this development.

Lets put the argument as far as the motive of the arrest to the side for a second. Bottom line we can all agree is:
A) Somalia is in the baddest need of good press, good image. Getting kudos from a major International body is a positive, especially when you are so reliant on them
B) The UN silence as far as the Madoobe election, coupled with Amnesty, Interpool’s jubilation of the arrest of a senior Madoobe ally who is part of his administration is not a good look on Madoobe

I agree Madoobe is weakened partly by his own doing. Kenya will not due for him what Ethiopia is doing for Farmaajo.
The OGs should have seen this and supported an alternative candidate to rally after but he stood in the way and
stoked tribal animosity to paint himself as the wall against MX domination.
By opposing N&N in Mogadishu which is getting the lion share of aid from the international community, the OGs and by extension JL will be missing out on all of the funding, training of officer corps, scholarships, etc.

Hardly any ngos are present in Kismayo.
You have to understand Farmaajo and his handlers do not want to see JL/Kismayo progress under a united Darood leadership.
They have been fooling certain elements of mx that they can have Kismayo as their own in order to continue instability in the region.

I’ve criticized N&N’s disastrous Security record on many occassion ask people like Abkowdhiblaawe and sahal. I was against Roobows arrest and made threads about it. That being said as someone who’s a Jubbalander (Reer Luuq/Baardheere), I think people like Madoobe, Sh Shareef, Dahir Aweis have had their run as ‘Islamists’ ‘Sheikh’ etc.
I personally support an Absame technocrat with a solid education, and experience in civil administration. Madoobe could get an applause for being the 1st administrator but overall I think people of his type had their run in Somalia. I hope a neutral in the middle candidate comes. The current stalemate as I mentioned helps nobody.
