A sort of political gimmick he never probably intended for Somalia but probably some ambition he has for higher office (Kenya President? Kenyan Vice President)?
It's like the same way kuwaan Maraykanka engage in pointless symbolism like condemning anti-Semitism aimed at Israel. They don't really intend it or have Israel in mind, they have the Jewish money and political fundraisers in the US in mind for their reelection campaigns.
