Why do people in South Central build on floodplains?

If you build your house on the riverbank - which is a natural flood plain - your house is going to flood during the rainy season.

May Allah ease their suffering

May they stop building on natural flood plains

It is natural for humans to build near a water source, most settlements are either located near the coast or a river. 40% of people live within 60 miles of the coast and even more live near rivers. In Somalia how many settlements begin with “ceel”. London is built on both sides of a river. The problem is there is no flood prevention, not that people build near rivers
