what happened to Baladweyne Riverine Project

we have all the UN angencies in baladweyne so in 2018 Hirshabelle state has requested from them to launch the project. due to the SFG isbaaro, they wanted to communicate with the federal minister of agriculture saed ciid an ictisaam arab saalax guy who was the brain behind PLs chamber of commerce but couldnt lead it he became a deputy for a Mohamud saleebaan kid . after a year the kid got a job in xamar so he replaced him but they called for elections to remove him and it happened he went to Xamar met abdulqadir osoble who helped him out of ictisaamnimo. abdulqadir osoble was getting some qandaraasyo and had some ministers and governors in every govt like guudlaawe and even current security minister is his sisters partner in hotel naasa hablood so he talked to ccc about saciid ciid also ccc mother is arab salax so ictisaam influence plus abtinimo he became minister of livestock and now he is close to fahad yasim bc they both beling to ictisaam

as you can see the food un organizatiom and the italian organization are implaying that they sent hirshsbelles request to the federal govt but no answer!


Nonetheless means kasoco! calaa kuli xaal anaga ayaa marlabaad mashruucii isbad ku samaynau based on the recent floods. nothing from the federal govt

this is two stages the first project in the last year no answer from the govt thats the one the italians cancelled . the second stage is about the current floods this is the the one they responded to it. modafuckers!

(2/3) has been forwarded to the relevant Somali authorities for approval. Nonetheless, in light of the recent floods and the forthcoming funding cycle, FAO and Aics are currently amending the project proposal to adjust it to the new context. Final discussions are ongoing.

Teeda kale, the statement by FAO is like all other UN/international organizations; a lawyer wrote it.

It is designed to be completely flexible, evasive, and with the overall design of pointing fingers away from them but never directly pointing it elsewhere.

Supposedly the initial Somali news said the Italian newspaper La Repubblica wrote this and that the Italian government took back the money.

I have scoured La Repubblica and have found no evidence of this ever printed.

Taking that with the FAO statement which says the Italian government never made a final determination, the entire issue is fake news.

why the minister did this? some say he asked for 2 million for himself or for PLand wanted to give hirshabelle 4 million others say he tried to divert the whole project to PL. abdi aziz amalow the brother of ali amalow somali bank governor in the 80s is hiring lawyers against tgis minister. abdi aziz revealed the 6 million 3 weeks ago scroll down his page he is well informed person. some rich family who own hotels in somalia. he is ancle of feysal!. all hawadle were praising ali osoble today he is not like waare he is very outspoken person he would have exposed ciid if he was there.

1. Osoble is under the impression of the initial fake news about Italy taking back money.

I seriously doubt it because A.) I know for a fact the Ministry of Planning and International Relations is the point of contact for aid agreements, B.) FAO/Italians would have been speaking with Jamal not Ciid, C.) Jamal would then be coordinating inter-agency with appropriate ministries, D.) this is not the transitional governments, it would be extremely unlikely that level of unprofessionalism and dysfunction would exist where a specific request taken tk a minister by a foreign aid group gets a response lets move it to different region...i also think it is petty the way guys are attacking the ciid when there has been 0 evidence presented that he is not innocent, and finally E). the Somali gov would be the one responsible for the RFP (Request for Proposal) not FAO/Italy and not Hirshabelle....that means the project design, scope, details, planning, etc...that takes a long time to put together....to see if this story is even a story we have to see COMPARISONS in response time to this proposal and similar proposals.

Again, we are only talking about this because Somali news said the Italian newspaper La Repubblica said Italy did not get a response and withdrew money.

waare says it. hada jamaal uu agyaalaa to to sign it. this is a new one. ciid should send it in 2018 and jamal should signed it after they receive the funds in the same year. now they sent a new modification based on recent floods.

once approved and studied by the agriculture and the funds are ready ministry of planning can sign it. what happened is ciid keeping the project in his cupboard therefore the negligence. jamal signs it and sends to who it nay concern but the ministry responsible can mismanage it like diverting it to other state or giving hirshabelle the full funds after it was signed and duriing the study they may not cooperate with the funders this is what siciid did for a year. current discussion are related to the new floods. this is not my interpretation this is what i was told from people who knew it.
