That's because it's the largest riverine city in Somalia, if the other towns along the rivers were developed you's have quite a few Beledweynes dotting the south.

The politics of the city proper and hiiraan is xawaadle dominated. Mayor, governor of hiiraan are xawaadle. The beledweyne district head is gaaljecel.
