Thanks to Muse Bixi and his tribalist agenda Burco has become the 5th capital of somaliland.

According to mr Bixi the capital of somaliland is Hargeysa, 2nd Berbera, 3rd Gabiley, 4th Boorame and 5th Burco. He also sees the rest of East Somaliland as no existent. He didn’t even bother creating a budget for the rest of somaliland. That means Cerigabo, Las Canood, Caynaba, Garoodi, Salal, Hawd...and the rest of Somaliland would get little to non help from the government. In other words what ever Dictator Bixi feels like giving to them.

How can a little town of berbera which produced less than 1/4 of the votes from Burco get an education budget more than double the size of Burco and Boorame, even bigger than both combined.
Berbera also has a health budget more than double the size of Burco and Boorame, again bigger than both combined.
Even Gabiley is getting a health budget bigger than both Burco and Boorame combined.

This is not the government budget but the UN Joint Programme on Local Governance ( JPLG) there was pilot project for the decentralization , Berbera Local government implemented the project , while and burao and borama failed to implement their service for the local education and health. Berbera is in the process to fully take the the responsibility of all it's schools and , hospitals and other services this is why its getting more financial assistance . Burao does not even cover the running coast of one single school. Ninkii wixiisa hagaajis ta baa wax loogu daraya. Chief the problem is somaliland system favours the west thanks to ina cigaal. No president after him bothered to change it.
For example khat is taxed at kalabaydhka, which means they get some of the taxes.
Another example is livestock. 80% of somaliland livestock that gets exported goes through saylada burco, but it gets taxed at berbera. That money that was supposed to go to Burco council goes to berbera.
Even when it comes to NGOs they mostly operate at the west, because anything past sheikh is classed not safe.
The reason why people opposed siyad Barre is because of the injustice. But since the creation of somaliland there has been less justice for the people of East Somaliland.

We are partly to blame because we’ve been busy with other things, not realising we’ve been getting robbed for the past 25 years. Our representatives such as Ministers and councillors have let us down. They’ve been busy sipping cappuccino in Hargeysa restaurants and have forgotten the people who put them there, that they are supposed to represent. I think the
people of East Somaliland need to have a grand conference about the future of East Somaliland.

Name me 1 thing Muse Bixi has done for East Somaliland since coming to office. He hasn’t even finished the Burco-cerigabo road.

Before I name one thing he has done for the East you tell me what's bothering you that he has done for the west because you are the one complaining . I am not complaining I believe in my country system and how it allocates it's little resources , in fact I believe that we are unfairly taking More than we contribute . If I was in charge I would give at least 20% More budget to the west , I would give the entire budget of East sanaag to one single village of the issa community . Western communities costs nothing to govern.

Can you not see that Burco, Berbera and Gabiley have an equal share of the JPLG despite population differences? While it recognizes Hargeisa’s population size?

Can you not see the suspect central government contribution which contributes more to Gabiley than it does Burco?

Can you not see the massive difference in Local gov contributions and not ask your self how do Gabiley and Berbera combined have more local income than Hargeisa let alone Burco?

The struggle has been hijacked by greed but I’m confident that it won’t last much longer.
