It's bullshit Farmaajo or Kheyre didn't know. They made some deal with TPLF. Probably Farmaajo requested that he needs ethiopian soldiers to handle mucaarad and federal states and in turn he was told to give them Qalbi dhagax. Or somali gov requested from ethiopia to close their doors on federal states and mucaarad and only deal directly to them and in return hsnd over Qalbi Dhagax.
