Murax, in fairness to sahal, debt relief for Somalia hasn't happened as of now. From the reports & news I've read, it talks about 'eligibility' or 'clearance' for debt relief. What's more, Somalis should be wary, skeptical and not overjoyed over the matter. This recent report alarmed me:

Somalia had not made repayments since the onset of the civil war 30 years ago, making it impossible to access loans from international lenders.

Debt cancellation for Somalia means that government can acquire funds needed to improve services across the country.

Debt relief has already happened.

I am literally in a hurry, but I will very briefly summarize.

1. Imagine you are 15 and just got your LICENSE.

Your dad says WHOSE CAR is this waving new keys. You literally scream and run outside and start the car.

You have the car. You are in. You smell. You gun the engine.

Then dad says excitedly not so fast, we still have to FINISH REGISTRATION and I have to finalize your INSURANCE under me, that just takes couple quick phone calls.

I can also drive you around myself quickly before then.

2. The CAR = DEBT RELIEF = THE CAR = DEBT RELIEF

3. What's left is INTRICATE REGULATORY BYLAWS that are very technical like between you and your bank. These have taken on IRONCLAD IMPORTANCE since the 2008 crash and are the corners that used to be cut but now are so binding.

ALSO, international financial institutions like IMF and World Bank HAVE A DEBT RELIEF PROCESS PRECISELY BECAUSE OF THE CONTRIBUTION THEY PLAYED TO SADDLE DEBT ON POOR COUNTRIES THROUGH STRUCTURAL ADJUSTMENT PROGRAMS.

Debt Relief is the end of the BEGINNING. It literally is only the MEANS FOR REENGAGEMENT.

The process is not 100% closed until the entire working relationship, rules, plans, oversight, management, and development program is agreed to AND THEN IS CONTINUING FOR A WHILE.

THE "END OF DEBT RELIEF" = LEVERAGE

It is something to hold authority over disagreeable entities.

4. But DEBT RELIEF as the MATERIAL and not necessarily SYMBOLIC as already happened when the IMF GOVERNORS GAVE THE GREEN LIGHT LAST MONTH.

Somalia already received the FIRST INSTALLMENT OF 45 MILLION OF 400+ MILLION approved program with the WORLD BANK WHICH LITERALLY SIGNIFIED SOMALIA WAS "DEBT FREE" AS MATERIAL MATTER.
