Xassan Sh started the maritime dispute against Kenya; why would he risk putting all his assets where there's the likelihood of losing it? He's probably persona non-grata (unlike Madoobe) in Kenya. His assets are probably in Turkey (where he has a property/ies), Qatar and/or Europe.
