What he doesn't realize is Somalia has changed and it's no longer in the 1990s. His armed militia clearly isn't among the best today, plus there's some semblance of rule of law compared to his heydays. Xamar citizens continue to suffer from various criminal activities by armed militias including Cali Mahdi's. Clearly, he doesn't represent the citizens of Xamar. And it's time the FG plot a strategy to route out those armed militias, and ban ex-warlords & criminals from public office.

and Swiss firms which trade in waste signed a deal with Nur Elmy Osman,

A copy of the contract obtained by New Scientist authorises Acher Partners
of Chapelle-sur-Moudon, in Switzerland, to build and operate a facility
near Mogadishu for dumping or incinerating up to half a million tonnes of
hospital and industrial waste per year for the next 20 years. Acher could
not be contacted for comment.

He's also a war criminal. He partially bears responsibility for much of the destruction of Xamar. As long as the country is being held hostage by warlords like him, and their armed militias continue to operate with impunity (including robbing, killing, raping, etc the very citizens of Xamar), much needed progress would take decades.

However, although it is not receiving anywhere near as much attention as the unfolding disaster in Japan, the massive amounts of illegally dumped radioactive nuclear waste that are still being thrown into Somalia’s oceans potentially could prove to be an even more deadly catastrophe.
