LMAO! Farmaajo and Rooble are idiots if this is true. How can you issue any decree when you know and I know it will not take effect in the country. They have no jurisdiction in large, I mean LARGE areas within Somalia. It's like the Lion King, when Simba asked his father Mufasa about the 'shadowy place', an area from the distance (not too far from where they were standing) and Mufasa said "that's beyond our borders, must never go there Simba." Imagine, Farmaajo's son asking him, "what about that shadowy place [referring to Kismayo]" and Farmaajo responding, "Kismaayo is beyond my control son, you shall never go there for the time being". Farmaajo's son replies, "Fine. I want to go Hargeisa dad!" Farmaajo responds, "Son, that too, is beyond my control, you shall never go there." Farmaajo's son replies, "Okay papa! I'll go to Garowe." Farmaajo responds, "I'm sorry son, that's off limits too. It's beyond my control."
When I see pro-Farmaajo and anti-Farmaajo fighting over this-and-that, I laugh. I laugh because....Villa Somalia's jurisdiction literally stops in Villa Somalia.

The same can be said about the White House, 10 Downing St or similar ruling houses. There are no-go zones or areas where forces loyal to the ruling house cannot venture to. For instance, Baltimore's mayor & staff, police, SWAT or other forces cannot go to certain zones or areas of the city. That's in a well established country where there's law & order, so you should expect less from a Somalia that's emerging from decades of chaos & lawlessness. Nothing new here.
