Not quite. A dictator would forcefully (attempt) to strike opposition in a more harsh and heavy-handed manner.

The day Farmaajo uses the state resources to commit war crimes against his opposition, similar to his uncle MSB, is when I would officially classify him as a dictator.

He didn't arrest his opponents (including Indhocadde, Saadaq John, madasha, etc), therefore, he isn't dictator.
