who said Djibouti is a Somali region? checkout this map. only most of djibouti city, Ali sabih abd Arta are somalis the afar side is much bigger but they r minority .

its wrong to claim Djibouti as somali region. they have powersharing 50/50 even the afar have more parliament seats than ciise who shares its 50% with gadabursi and isaaq. they have the pm, the speaker, cabinet is split 50/50 and have important ministerial portfolios.
