I think progress comes from within, not pressure from those with clout. Saudi Arabia and the gulf states have limited clout, not the carrot & stick type. Its clout is confined to funding select players, donations, humanitarian aid, etc. In short, clout that doesn't bite nor one that returns guaranteed dividends.
