If the Turks have done their own homework, then it's doable. The spacecraft would be transported (via air or sea/ocean) and assembled (not manufactured) there. It would only require a small area, and a slightly large supporting demilitarized zone. As for safety, the Turks have successfully operated in much more hostile, riskier & dangerous areas such as Syria and Libya. Its improved drone and other technologies would help the safety of the space mission. According to reports, the location would be near the equator, therefore near Jamame.
