If the Turks have done their own homework, then it's doable. The spacecraft would be transported (via air or sea/ocean) and assembled (not manufactured) there. It would only require a small area, and a slightly large supporting demilitarized zone. As for safety, the Turks have successfully operated in much more hostile, riskier & dangerous areas such as Syria and Libya. Its improved drone and other technologies would help the safety of the space mission.
