There wasn't even ICU. In the road between Lugh to Dollow.
Dollow became the biggest international relief point to Somalia for the last 15 years since ICU and especially during the 2012 famine because of this reason.
When Ethiopia "invaded" Somalia in 2006 to fight the ICU, do you think they literally just "invaded" across the Somali boundary or did they roll out from Dollow, IN SOMALIA?
Ethiopia has never vacated Dollow since the Al Itihad war when they invaded Gedo.
After the SNF as a secular clan entity took apart the infrastructure of Al Itihad following the fight with Ethiopia, Ethiopia moved back out of Somalia but not completely.
The base they built in Dollow is continuously Ethiopian held since 1999.
There was never Al Shabaab between Luuq and Dollow, although there was Al Shabaab and ICU between Dollow and Beled-Xaawo due to the fact Ethiopia had no control or power over Kenya's side of the border.
The only time Ethiopia has even had Al Shabaab dare intercept her where they then smoked out Al.Shabaab is in the town of URKUT, the main rest stop between Luuq and Baydhabo AFTER you cross into Bay region.
Ethiopia has had 25 years of experience fighting in Gedo Region and fighting armed extremism.
One of the earliest lessons Ethiopia learned and took away from the misteps of the 1996-2001 campaigns in Gedo was the importance of her relationship, communication, and impact on the Marehan clans as clan institutions.
Since Ethiopia actively engaged in course correction, even the fact they are there is no longer even remarkable.
I mean a military operational procedure book can be written about the trajectory of Ethiopia's experience in Gedo and the successful transformation of achieving her objectives while simultaneously drastically reducing even the need for hostile engagement.
