having said that like OD said, Rooble is great leader for not being selfish in this era. he controls the election process now but he does not want to run for president and see his chances and many countries who wanted to see a president from the locals of Xamar told him to run for it as his chances will be better than the MM bc he will be competing "the most hated Mooge" and that why even Deni believes he has big chance under Mooge.

as for 2025, when rooble first was picked as PM he said he is not running for 2021 election, he said that from day one. so it is not something he has decided recently. but between now and 2025 there is 4 years and inbetween those years there will be atleast 1 new PM. Rooble will go back to being irrelevant.
if a hawiye candidate wins in 2021 election all the losers in MM will go back to being irrelevant similar to when hassan sheikh won, sheikh sharif left the country to go the USA and came back just before Farmaajo election but stayed in somalia throughout Farmaajo presidency.
Rooble is not a great leader, he fuked HG, if farmaajo looses sheikh shakir will be back in dhusamareeb that's the first thing an MJ Prime Minister would do.
