Puntland government should consider subsidizing qaat, so the poorer Faaraxs/Xaliimos have access to this critically essential stimulant. It is time for us, Skinnies, to view qaat-chewing not as a privilege, but as a right rather.

^^^
Qaat traders have argued that the government is infringing on the constitutional doctrine of the free development of personality. They argue that the state cannot prohibit you from eating a bunch of Qaad because it’s bad for your health, psyche and detrimental to family cohesion & well being. In the same way that it can't prohibit you from drinking a cup of tea laced with half a kilo of sugar.
As a result of hard and effective lobbying from Qaad traders the government of Puntland gave in and did a U-turn by forming a consortium of Qaad importers to flood the region with cheap Ethiopian Qaad. Hence, ensuring the free development of personality and maintaining the Inalienable right of the people to destroy their dental & mental health.
