Berbera port is incomplete, still in low construction mode, possible abandonment by the UAE due to cost overruns, global recession (due to Covid-19), uncertain profitability, etc. Even if theoretically completed, there are a host of nearby established ports way ahead of the game, with recognized governments, local skilled labor, etc, unlike WG where among other things a high ranking politician recently quoted (conservatively) a percentage:
