My question to Puntland is this? Where’s the national security council?

The problem is the Hawiye outside of a few clans like Xawadle are not interested in defeating al shabab. They hawiye elites are happy with the status quo even if their people suffer the most.
Unless there is a serious government in the capital, forget about any notion of national security.

Why doesn’t puntland follow the central gov initiative of fighting terrorists since puntland’s bari region and las qoray/badhan regions are home to ISIS in Somalia?
