Somalia needs Council of Elders, an "advisory" co-equal office to the President.

It hit me.
Why has no one ever thought of this.
What: An institution composed of every qabiil's preeminent "Chief"
Who: 4.5 has codified "legally" every "qabiil" and community. It is perfectly legitimate. But instead of sending your apportioned mps, every 4.5 group gets equal "1" representative. The highest traditional seat of that unit is the 4.5 unit's representstive.
How: Every single Chief has 1 vote equal to every other Chief. The body only picks from among each other 1 chief to speak for or announce adopted position. The Chiefs only adopt a position with 100% consensus. Even if 1 chief is not in agreement, that position of the Chiefs does not exist. 100% agreement only then does it become a position the Council advices publicly.
When the Chiefs adopt a position, their role is advisory, guidance, head of society, reconciliation, moral and ethical conscience-----meaning the Office has no governmental powers, agents, or authority. BUT, by default of a position being adopted (meaning the chiefs had to have convened and agreed 100% on this advice being sent) the position AUTOMATICALLY has to be received with effect in a 48 hr period by the SPEAKER OF THE PARLIAMENT.
Parliament must publicly debate that received position within a week.
And Parliament must vote publicly on that position within two weeks.
If Parliament passes the position.
The President must publicly walk into the Council of Elders location/sitting/space and must publicly receive the handover of that position in writing form from the elders. Handing over the letter should be whoever is that moments 1 chief chosen from among them who only announces publicly what the adopted position is.
The President having received the position after it was debated and approved by parliament MUST carry out its recommendations within 15 days max.
In stature and maqaam, the council of elders is co-equal to the President.
Yet, they havr no executive power, no governmental power, no state agents, no legislative powers, they are not public ministers of authority, they do not meet with diplomats, go to those functions, etc----AS THE COUNCIL OF ELDERS as an institution. Individually and in their own individal authority as the head of their qabiil, whatever they do is their business.
The council of elders would specifically be formed with a goal of protecting and safeguarding RECONCILIATION.
Any time they view something as dangerous to reconciliation or social wellbeing in particularly, they would be deputized to give advice sort of "intervening"---but only if the advice has been 100% adopted by the body. We shouldn't even know they decided to convene or are in the process of discussion about something until it has been announced by the chief speaking to announce the 100% agreed upon advice.
Ladies and gentlemen, this is Somalia's chemotherapy to the cancer of polarization...
