No doubt the diaspora will play a critical role in the rebirth of the Somali state.
However, Somali politics is so dysfunctional, it will require a local politician whom can navigate the balance of competing tribal, foreign and economic interests.

The diaspora Somalis can transfer skills, technology and investments.

Another issue to overcome is that a lot of local Somalis are resentful of the wealthy, extravagant and haughty diaspora folks. Furthermore, a lot of diaspora will not return in significant numbers until the country is stabilised and Al Shabaab defeated.
