Caabudwaaq is 1/2 of Galmudug's "economy." It has almost 45% of central Somalia's livestock including over 50% of its camels. It has the only domestic airport with daily scheduled flights. All of Galmudug's "international trade" comes through Caabudwaaq customs with Ethiopia. It is the principal livestock market between Xarardheere and Qabri Daher. It is the principal buyer of dry goods and even sourcer of labor.
Caabudwaaq is the engine that even makes central Somalia keep going. Without it, the Hawiye would have left for Benadir already leaving ghost towns.

The concept of "taxes" isn't "dues" like private club membership. Paying taxes is a RESPONSIBILITY---for the expectation of receiving services which is a RIGHT. These non-local administrations have 0 implication in service provision, not even necessarily because of lack of capacity of which they have none, but ethically and morally being malfeasant, exploitative, and fundamentally corrupt.
