You are both right what happened was very complicated. The Tutsi has been living in Uganda as political exiled for generations. When they began their armed hit and run attacks along the border region they were facing a moderate Hutu government and they refused to make any peace deal very extreme Tutsi movement. Former Tutsi rebel officers now exiled after they have falllen out with the current president has admitted in a book that they will go roadblocks and kill Tutsi civlians dressed as Hutu extremists. They will encourage as much genocide on their own people as possible the plan and logic behind it was to destabilize the Moderate Hutu government run Rwanda and use the genocide as an excuse in the eyes of the international community to invade Rwanda and grab power. The Hutus unfortunately fall for the bait and did indeed almost kill a million Tutsi by allowing their own extremists to take power. The moderate Hutu government officials was the first ones to be killed in 1994 since they were considered traitors. The Prime Minister was actually a Hutu lady who was raped with a Fanta bottle and murdered. Its now believed among independent journalists that it was about geo politics as well with the US backing the Tutsi movement and the moderate Hutu president was actually by having his helicopter shut down by Tutsi rebels. The logic was to trigger the genocide.
