ACLED being "compromised" has been tracked for sometime now and apparently the same handlers that have been tweaking ECOI reports have gotten to them.
In any case, it is not a congressional "report." It is from the ACLED and was put in to the "record" as how these things go probably by a lobbyist asking to have it inserted.
The report looks unremarkable except it was part of "fluffing" Hassan Sheekh before his visit to the US.
After all---thr entire "MACAWIISLEEY" business completely fell off after the point of its usefulness was past.
Now it is just being "showcased" internally having been relegated to an "internal Somalia" or domestic issue so to be used as a bickering
/Fadhi ku dirir tool by a guy like GWiliq to fluff HSM's domestic pr needs.
But yeah that actual importance for fleecing international aid is done and it was UNSUCCESSFUL.
