Arms Embargo wasn't lifted, because it didn't exist. The "sanctions regime" has been approved for another year, though.

Hassan Sheekh's actions are so small and deceitful, it makes me question "why" this man chose to become President if it's not about... achievement.
1. There is a 1992 call for an "Arms Embargo" against Somalia in a 1992 UN Resolution. It has no material consequence today.

2. There is rolling sanctions regime on Somalia which comes up for vote every year which is in effect from last approval in 2022.

3. This is a UN clerk's minutes of the background process of the security resolutions (yes, 2) involving Somalia;

HSM mailed the UN Security Council a request to "separate" the 1992 "persuance" (aka 1992 call for "arms embargo") from the actual sanctions regime and make two (2) resolutions one officially deprecating the 1992 persuance (reference and one that will continue the actual sanctions regime except this time being " persuant to the 2022 last vote."
Basically;
1. There are no sanctions on Somalia from 1992. There are sanctions from 2022---because of rolling yearly basis.
2. However, all the rolling sanctions are pegged to the 1992 call for arms embargo for BUREAUCRATIC reasons ("organizing feature") which is what is meant by a resolution "persuant" or reference.
3. The 1992 resolution calling for arms Embargo on the Somali government really ended in 2012 when the post-transition started with a fully recognized Somali government. That is also when the Arms Embargo monitors for example were extinguished but were reborn as "Panel of Experts" because of the actual continuing sanctions regime.
4. He called to finally end the 1992 persuance being connected to the sanctions regime in a resolution of its own while the actual sanctions regime, with rhe weapons ban, the mandate to seize weapons destined for Somalia, with the Panel of Experts---all are approved for another rolling year....but in their own resolution "persuant" to the last time it was adopted in 2022.
It was nothing to them, but we know why he did it.
The question it presents to me is why did you become president? You are obviously not achieving anything----and you know it, because you show it to us with this.
My God this guy is such a waste of Somalia's time.
