So The SNM camp was divided in two camps that was arguing in the month of April 1991 inside a small building in Burco. One Camp was arguing for declaration of Independence and returning the 1960 Nationhood the other Camp was arguing for a Unity Government with Rebels in the South. The Two sides had the same size. Ahmed Silanyo who was the official spokesman of the SNM in 1991 was visiting Mogadishu in the early days of 1991 to figure out how any Political compromise could look like. On April 25 the Dulbahante camp joined the Offical opening on the Burco consulting meeting. It was a serious of meeting in which the Northern Clans tried to decide to their future as the Somali Republic was falling apart. Dulbahante Intellectuals who had been expelled from Benadir in many cases their daughter had been raped in front of them, penniless looted will have a significant influence on the outcome of the Burco Conference. The Garad was their aswell to be the official representant. The Dulbahante Camp demanded a Sovereign Somaliland and on May 18 the Shir concluded Somaliland had returned its Independence. The Newly Born Republics first President was the Chairman of the SNM Abdirahman Tuur and its First Chairman of Parliament was the Director of the Kacaan Intelligence XaabSade from Lasanood who used his adult life hunting down Kacaandiid like Tuur. It was Ironic that it was XaabSade who was the Main voice calling for Independence in the Shir while Tuur was more Sceptic.
