The somali clans must solve there differences in SOUTH

They must reach a peace agreement and they should draw up new guidlines that each respect clan must abide by.
I think that once the somali goverment gets backing from the hawiya people they should start 2 make payments to clans that occupy other clans land so as to give them a good incentive to leave if they choose 2.
I can't speak 4 other somalis but i know that my clan (Haber Gider) are really intreasted in peace proposals so long as they are not threatning to Haber Gider. I think that really everyone would like peace and order as long as it does not put them in danger.
Look at xamar, its not controlled by one clan but rather many many subclans that are heavliy armed, so its up to the respective smaller subclans 2 group themselves with the larger clans so that like in xamar there should really only be at least 3-4 leading groups, like Haber Gider, Abgaal, Murasaad etc.
So the real problem in the south is that there are 2 many leaders and not enough followers.
