UNITED NATIONS DEVELOPMENT PROGRAMME SOMALIA
RULE OF LAW AND SECURITY PROGRAMME (ROLS)




I. Position Information


Job Code Title: Programme Officer
Contract: ALD 3
Duration 12 months
Supervisor: ROLS DPM
Duty Station: Nairobi – KENYA
Start Date: 22 February 2006
Closing Date: 1 March 2006

II. Organizational Context


UNDP Rule of Law and Security Programme aims at contributing to Somali efforts to restore a peaceful and secure environment that will promote social and economic recovery. The ROLS Programme has five interrelated components and crosscutting themes such as training, human rights and gender equity promotion.

The components of the ROLS programme are as follows:

•Judiciary (J): To strengthen the establishment and functional capacities of the judiciary system with the effective development of sustainable training at all levels by engaging in a multi-variant approach to capacity building and institutional strengthening. The component supports law revision and promotes knowledge of human rights and access to justice.

•Law Enforcement (LE): To establish a professional civilian police force able to effectively contribute to the restoration of peace while gaining the trust of the community.

•Human Rights and Gender (HR): To strengthen capacity of human rights and gender organizations, promote gender equity in public institutions, raise awareness and promote the exercising of human rights.

•Disarmament, Demobilization and Reintegration (DDR), Small Arms and Light Weapons Control (SAC):
a) DDR: To support the authorities in their force reduction efforts by demobilization and reintegration of former combatants, militia and retiring members of the force, as well as providing ex-combatants with psycho-social assistance.
b) SAC: To promote increased public awareness and community participation in small arms control and reduction, strengthen capacity of local authorities to control small arms possession and availability through legal channels and support strengthening of official control over police weapons.

•Mine Action (MA): To build the capacity of national mine action institutions while ensuring coordinated and quality management of mine action.

Under the guidance of the Programme Manager and direct supervision of the Deputy Programme Manager, the Programme Officer assists in the design of programme strategies and results, supports monitoring, evaluation and reporting for the programme.

The Programme Officer will also work in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful ROLS programme implementation.




III. Functions / Key Results Expected


Summary of Key Functions:

Assists in the design of programme strategies and results
Monitoring, Evaluation and Reporting
Provision of programmatic and policy advice services to the Programme component managers, Government and facilitation of knowledge building and management


1.Supports the design and ensures implementation of ROLS programme strategies focusing on achievement of the following results:

-Assist in monitoring, analysis and evaluation of all programme components of the ROLS programme and preparation of substantive inputs to UNDP strategic documents.
-Support design and implementation of ROLS annual workplans and specific project documentation within the ROLS programme.
-Identification of areas for support and interventions within the ROLS programme
-Prepare and submit all required reports for partners of the ROLS programme.

2.Ensures effective management of the ROLS programme focusing on quality control from formulation to implementation of the ROLS programme achieving the following results:

-Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results.
-Assist in the design and formulation of ROLS programme within the area of responsibility, translating UNDP and ROLS priorities into local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, targets and milestones.
-Preparation and strategic support of a project, presentation of the project to Steering Committee, input and monitor project all project stages in Atlas, finalization of contribution agreements.
-Determination of required budgetary revisions; coordination of the mandatory budget and workplan exercises, closure of projects through review.
-Assist in the financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions.
-Evaluation of ROLS programme impact. Monitoring and analysis of the programme environment, timely readjustments in portfolio.



IV. Impact of Results


The key results have an impact on the success of the ROLS programme within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, as well as assisting in reaching resource mobilization targets.

-Demonstrates openness to change and ability to manage complexities




VI. Recruitment Qualifications


Education:
Master’s Degree or equivalent in International Relations, Public Administration, Economics, Political Sciences, Social Sciences or related field.

Experience:
5 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects. Experience in conflict or post conflict settings is an advantage. Knowledge of Somalia or the Horn of Africa region. Knowledge of UNDP and its programmatic and operational systems (including Atlas). Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language Requirements:
Fluency in English.

This position sounds dangerous. Somalia is lawless and trying to implement something other than standard "xeer' law is dangerous.

salaamacaleykum....
The position sounds great...this is what I want to do in the future and I have the academic background for it as well..the problem is that these organasiations demand such high level of experience of such work that I can't stop wondering when I would have the time for getting such an experience. I'm only 25 with a masters degree...
Talk about big time frustration haa...that is why knowing the right people and having the right connections are of vital importance in these fields....Lady-Qac would you like to introduce me to your uncles...and maybe put in a good word for me..... Wink

That position will definately be shelved now till further notice. Working for the U.N as a field officer is only better than being in a refugee camp.

San-dheer, my 2 uncles are in Khartoum. I obviously won' t reveal there names but they are there seriously one of them was stationed in Afganistan and Iraq for awhile.

Abaay, it' s indeed a very compeptive field and frankly it took my uncles almost 2 years to get there positions. I will email them about your request and i'll PM you about later on sis Wink

Abaay,,, I did some field work in Southeast Asia and Southern Africa working for a NGO. It may be the best way rather than trying to apply directly to the bureaucy called the UN.

I enjoyed working in the developing world. The perks were great: free housing in a fabolous villa, a 4x4 with a driver and of course the per diem. Wallahi, I was having a hell of a time and getting paid too.

Lady Q I probably have met/know your uncles in Sudan last year if they were there last summer. I remeber one qaldaan guy, well he spoke like one but I dont know his qabil. Very Happy

PS. For those curious about the salary...The contract is ALD3, so my assumption is that the salary will range from 36-45 thousand US$/yr(could be more) plus your daily expenses of about 60-100 US$/diem/day.
